A VPN that allows access to secured VLANs is the most common security design for this type of infrastructure. This allows secured remote access while protecting IoT devices that are often unable to be properly secured and thus cannot be trusted on a more exposed network. IPS does not provide remote access, and private IP addresses alone do not provide a protected network. DLP is used to prevent data exfiltration and won't stop other attacks or provide remote management access. iSCSI is a storage protocol, not a security solution. A VPN and jump boxes are useful, but the devices would not be provided with additional security by iSCSI.
