Unskilled actors are the least resourced of the common threat actors listed. In general, they flow from nation-state actors as the most highly resourced, to organized crime, to hacktivists, to inside actors, and then to unskilled actors, otherwise known as script kiddies, as the least capable and least resourced actors. As with any scale like this, there is room for some variability between specific actors, but for the exam, you should track them in that order.
